311 S Harvey Ave was designed by Robert Johnstone and built by Carl Frederickson & Co for owner Wayne J. Sievers in 1962. 311 S Harvey is a mirror image of the neighboring house at 313 S Harvey, which was built in the same year by the same architect/builder and for the same owner. It is a non-contributing building within the Ridgeland-Oak Park Historic District as it was constructed outside the period of significance for the district.

This is a 1-story single-family residence in the Contemporary style built in 1962. The building is rectangular in plan. Exterior walls are original brick and stone. The walls are clad in an off-white brick with a section of dark gray, irregular stone on the front façade. A projecting wall of breeze block is located at the far left side of the front porch space. The building has a gable roof clad in asphalt shingles with box cornice. There is one offset right, side slope, brick chimney. The chimney is made of off-white brick, matching the house. Windows are vinyl, 1/1 double-hung sashes. The front façade features a Chicago window on one side and a fixed window flanked by casements on the other. There is a single-story, partial-width recessed porch. The porch is recessed within the left half of the front façade. It is one step up from ground level and has a low brick wall around the front. The front door is located slightly off-center, within the front porch.
